County Explores Expanded Winery Opportunities in Rural Residential Areas

Tiered Winery - Rural Residential Expansion

The County of San Diego Planning & Development Services (PDS) is looking at ways to allow smaller winery operations in Rural Residential (RR) zones. Large Wineries are already permitted in RR zones with a Major Use Permit (MUP). The goal is to support the local wine industry while protecting environmental resources and maintaining community character.


Through the Tiered Winery - Rural Residential Expansion project, PDS will look at how different types of wineries could operate in RR zones under clear and consistent criteria. This work may create more opportunities for wineries to open or expand, while also making sure community character and natural resources are respected.


The project will include:

  • Changes to zoning rules (updating the zoning ordinance)
  • New operating standards for wineries
  • A review of potential environmental effects under the California Environmental Quality Act (CEQA).

In early 2026, the Board of Supervisor's (Board) approved an amendment to the Tiered Winery Ordinance relating to amplified music at Boutique Wineries. You can see the Board Hearing video

As part of that hearing, the Board directed PDS to explore additional amendments to the Tiered Winery Ordinance that will be explored as part of this project. Specifically, the Board directed staff to:


  1. Review of the 30% criteria for designated tasting/retail sales to only include the specific square footage where indoor tasting and retail sales take place and exclude outdoor tasting areas.
  2. Further reductions of the minimum 200-foot setback for live music from all property lines to the lowest possible distance.
  • Reassess all assumptions and attenuations in the current noise study, including but limited to:
  • Hard Site vs. Soft Site Attenuations
  • Factor in direction of sound amplification
  • Consideration of physical or natural barriers between live music locations and property lines such as structures, walls, trees, or other forms of vegetation
  • Evaluate feasibility of establishing a waiver process that would allow live music closer than the 200-foot setback if approved by property owners or tenants of impacted properties.


We Want Your Input

Community input will inform topics like:

  • Zoning criteria for wineries in RR zoned areas, related to: proximity to homes, operating hours, parking, noise
  • How wineries can coexist with nearby communities
  • Ways to support local farming, agritourism, and small businesses
  • Environmental and infrastructure needs to support safe, sustainable operations and growth


We will develop recommendations for an updated Tiered Winery Zoning Ordinance (Section 6910) with your feedback. The Board of Supervisors will consider the recommendations.

San Diego broadcaster and local Ram Media Foundation founder returns to the convention where his Comic-Con journey began. Gabriel B. Wisdom, founder of Ram Media Foundation and creator of KRAM 90.5 FM Borrego Springs, will speak at San Diego Comic-Con on Friday, July 24. Founded in 1970, San Diego Comic-Con has grown into one of the world’s largest pop culture conventions, drawing more than 130,000 attendees for panels, exhibits and appearances by creators, artists, filmmakers and celebrities from around the globe. East County News Services Looking for an affordable summer outing? San Diego residents can visit select Balboa Park museums free every Tuesday through the park's popular Free Museum Tuesdays program. Each Tuesday features a different participating museum, but on the first Tuesday of every month , residents receive free admission to both the Fleet Science Center and the San Diego Natural History Museum (The Nat) . Visitors simply need to bring a valid photo ID or other proof of San Diego County residency. The recently updated San Diego Natural History Museum offers five floors of exhibits, including displays on Southern California's unique wildlife, fossils and conservation. One featured exhibit showcases artwork created from plastic collected along shorelines, highlighting the impact of marine pollution. Just steps away, the Fleet Science Center has also undergone recent renovations and features hands-on science exhibits, interactive displays and activities designed for visitors of all ages. Parking can also help keep the day budget-friendly. Several free parking lots are available throughout Balboa Park, and the City of San Diego has temporarily paused parking enforcement in many areas through early next year, making it easier for visitors to enjoy the park without added expense. Free Museum Tuesdays rotate participating museums each week, giving residents the opportunity to explore many of Balboa Park's cultural attractions throughout the month. A 1966 Borrego Sun photo offers a glimpse of Christmas Circle during one of Borrego Valley's busy wildflower seasons. Published in the April 2, 1966 edition, the image shows visitors relaxing on the lawn near the iconic fountain after spending time exploring the desert in bloom. The original caption reads: SIESTA — One can get pretty hot and tired, looking at the wildflowers in Borrego Valley. Christmas Circle, with its inviting fountain, trees and green grass, is a nice place to take a break. This is the way it has been during the last few weekends. The photograph captures a quiet moment in Borrego Springs history, preserving the way visitors experienced Christmas Circle nearly 60 years ago. Images like this continue to document the community's past through the pages of the Borrego Sun archives.
